Born in Sydney 29 July 1919 Arthur enlisted in 1935 with 5 Heavy Brigade then from 1938-1940 with 36 Battalion prior to enlisting in May 1940 in the 2nd AIF, serving with 2/17 Battalion in the Middle East then with 2/3 Anti-Tank Regiment from 1941-43 and attained the rank of Sergeant.


Allan was a member of the New South Wales Parliament from 13 February 1971 to 12 September 1978. He was elected three times as the member for Wakehurst, in 1971, 1973 and 1976. He was an ardent supporter of community structures such as the Rural Fire Service, his contribution being recognised with the award of an OAM
